Matriarchy's battle for limiting how men act out their desires is endless. This thing called civilization, by definition, can never be finished. It can have accomplishement but cannot be an accomplishment. The battle for civilization can never be over because each new generation of females must learn how to limit the desires of eahc new generation of males.

 While the laws and other rules can persist throughout generations, women have to win the enforcement of their matriarchal rules in each new generation.

The matriarchy is, in its origin, hidden. However, it's effects are not hidden. So, each new generation of females cannot overtly be trained to train the new generation of males into being subjects of the matriarchy.
